5:00 p.m. Call Meeting to Order, Review Agenda, Review Minutes: 10/21/2025
Public Comment
  • Resident requested the door be locked at 5 and the door bell be made loud enough to be heard throughout the building. The Select Board was favorable to the suggestion.
5:15 p.m. Tax Classification Hearing: Heath Select Board will hold a public Tax Classification
Hearing with the Board of Assessors. This hearing will determine the percentage of local tax levy to be
borne by each class of real and personal property for fiscal year 2026 as defined in M.G.L. Chapter 59,
Sec. 2A. 
  • SB recommended a single tax bracket.
Other Business
Special Town Meeting, Tuesday, December 9—discuss and review articles—vote possible
  • To begin at 6:30 PM
  • Wed at 3 PM meeting om STM after an Executive Session
  • Article 1: Fire Chief can work past 65 (only affects Nick Anzuoni)
  • Article 2: On call fire help can work past 65 (only affects Will Emmet at this time)
  • Article 3: Vote to move money from the Building Stabilization Account ($92,2372) for Roof Repair.   Repair will be around $30,000.
  • Planning Board Article
  • Article to replace Fire Chief's rig which is in rough shape.  A used one is available in Colrain for $8,200. 
  • A question was raised as to whether Parks & Rec needed a article in relation to the STM
    • A discussion followed about the grant process and what was required of the committee seeking a grant.
    • SB committed to wring up a process document or checklist of requirements for committee seeking a grant.
Hilltown Youth Performing Arts--update
  • HYPA cleaned up all items
  • List of Town-owned furniture in the 2 HYPA  rooms
  • There are only two spools left but the metal screws have not been covered yet.
  • Gym mats will not be going outside any more.
  • There are two youth basketball hoops which belong to the Town not HYPA- what should be done with them? SB suggests we find a use.
Town Center court refinishing—vote anticipated
  • Vermont Recreational needs to provide the cost of shims
  • Hilma needs to send a request to the state for prevailing wage rates
Surveillance Camera policy
  • Home systems were discussed, but not felt adequate.
  • Hilma suggested contacting the company that does the exterior surveillance , the Select Board agreed, Tim Lively to be asked to follow up.
Town Coordinator Transition Plan update
  • Discussed upcoming meetings with Select Board and Hilma,  times TBD.
JRMC Gym Roof Update
  • Have two quotes addressing the same area of the roof, there is a third quote but Town needs to verify it is for the same area of the roof.
  • The two quotes are for approx. $21,000 (does not include prevailing wage) and the other is for approx, $35,000 (need to verify that it does include prevailing wage rates.
  • FinComm recommends that the money comes out of the Building Stabilization Account.
Declaring Town Land as Park—information & discussion
  • This involves the state and the SB does not see any need for the change in designation.
Stipend Review
  • Last review was within the last 9 years. Hilma to research the document and pass it on to the Finance Committee for their input.

5:00 p.m. Call Meeting to Order, Review Agenda
5:00 p.m. Appointment: FCTS Updates & Plans, Supt. Martin, Rep. Art Schwenger
Building
  • Planning for 650 students,
  • 19 Heath kids go to Tech
  • Building  a new building is most cost effective, will be built in the existing baseball field
  • Old building will be take down and will become a baseball field
  • Target completion is  2030
Bus Issue
  • Heath kids are spending too much time on the bus
  • There is a 2 mile limit for kids to walk and 2 Heath kids have a 3.2 walk
  • The superintendent, Rick Martin, contacted the bus company and someone will be taking a look and assured the problem would be remedied.
6:30 p.m. Appointment: Conservation Commission—Shapiro Land trail work, road shoulder work, dry hydrants
Dry Hydrants: 
  • New hydrant at Mohawk Estates.  M.E. was to buy the material, the Town was to supply the equipment. Need to contact the new president of M. E. to check to verify they are still purchasing the equipment.
  • Hydrant at the Dell is silted up. Tyson can't get equipment down there.  The area needs to be dredged. 
Road Shoulder Work: Stone culvert across from the Danes on Dell Road presents structural problems. It's very problematic to fix. It's not a wetlands issue.
Shapiro Land:
  • Culvert on Shapiro land is in violation  of the Wetlands Protection Act
  • The Parks & Rec chair was given a verbal notice that he needed to file a permit, but has not filed one.
  • Conservation  Commission is seeking a way to proceed.  
  • The Town crew could do the work.
  • An Enforcement Order has not been issued yet.
  • A NOI (Notice of Intent) is needed to begin work.
Review Minutes: 10/21/2025
Public Comment
  • Kudos to the Select Board, Hilma, Tyson and the Highway Department, but especially Robyn for the successful completion of the Salt Shed.
  • Complaint about last winter's road clearing, particularly Knot Road. Resident felt the plowing is inadequate with only 3 people on the Highway Dept. and some members not familiar with Heath Roads.
Other Business
Town Coordinator—new appointment, vote anticipated
  • The Select Board voted to hire Mia Francesconi as Town Coordinator.  
  • Hilma to retire first week in January, but will be available to support Mia.

  • Robyn to  work with the roofers.
