5:00 p.m. Call Meeting to Order, Review Agenda
Highway Department - Superintendent Tyson Howard Update
  • Met with Mike Smith regarding the approach to winter snow clearing on asphalt. They had a good discussion about salt vs sand for road treatment.  Tyson uses both: pre-treatment with salt, and sand with plowing.   Mike prefers the use of salt and no sand.  Mike offered assistance with calibration of spinners.  Tyson to look into Mike's classes.
  • No approach is ideal and prefect for the environment, but salt has a higher impact and more cost. Tyson verified this with our salt supplier.
  • Ambulance, police, and mail deliverer had no issues getting around during and after storms
  • We have had 8 storms to date, at one point there was only one working town truck, and the roads in some spots in town were not ideal. 
  • Waiting on another truck, but may not be available until Feb.
  • Working on more clearing around the salt shed
  • Working to make the highway garage more efficient
  • Flattening the  ruts in the dirt roads in anticipation of freezing
Salt Shed
  • Robyn asked Tyson to make a task list of what needs to be done and the responsible person. It was already being worked.
  • Robyn would like to transfer some of Hilma's salt shed work to Tyson
  • To Dos:
    • Relocate internet equipment from EOC (Emergency Operations Center) to fire garage
    • Get the fire dept to move their equipment out of the EOC (Emergency Operations Center)
    • Remove trees and ledge around salt shed area - Tyson
    • Get bids for EOC demolition
    • Site work plan - SB and Tyson to have a walkthrough
    • Prep for pad - Tyson has a contractor who can do the work, has his own equipment
    • Electrician to move the electrical panel from the EOC to the fire building
    • New fuel tank contracted for $1077
Public Comment - praise for the road crew for creating safe roads despite relentless and mixed storms. 
Review Minutes: 12/10/2024
Other Business
Tri-State Fire Mutual Aid agreement—vote anticipated - Robyn checked with Fire Chief Nick Anzuoni who had no issues with the agreement, SB voted to approve.
Fuel Tank Quote—vote anticipated
Heat Pump System Quote—for limited town offices (front offices) through the Energy Advisory Committee.  Money used would be what was left in the grant after lights are swapped out for LEDS.  Robyn would like a whole building review of heating system by www.jamroghvac.com. Cost to do the review is estimated at $2000 .
Mileage Reimbursement Rate for 2025—SB voted to approve updated rates.
Hilltown Youth Performing Arts—license update, no update available
Community Hall Windows Project Update​ Appraisal Update: bid packets sent out by Hilma and   responses due Jan 6. No one has contacted Hilma. Robyn recommended contacting Pella Windows to determine if they have a recommendation.
Appraisal Update - not much progress on seeking someone to do appraisal of all the Town buildings.
ARPA Funds possible uses:
  • Cost of lift​ for painting CH
  • Donelson Building for CH ceiling
  • Electrician to move fire panel from EOC to inside fire building
  • JAMROG heating review of Jacobs Road
Mail
  • Letter in praise of Highway Dept for snow clearing 
  • Notice that a grant application submitted by Hilma was not awarded
Budget Planning
  • This needs to start and the budgets must be realistic.
  • Prices are always going up and budgets need to reflect this.
