SB Meeting Notes, October 26, 2021

These are my personal notes, any errors or omissions are mine.
 
Public Comment – none
 
Hilltown Theatre
  • Hilma and Robyn met with Jonathan and requested a clear proposal which they have received.
  • There will be an executive session to go over the amount for the lease, followed by a meeting with Jonathan and his board.
 
COVID-19 Municipal Protocol, Concerns
Protocol review
  • Hilma sent a reminder to town employees reminding about mask mandate.
  • We have had some COVID cases.
  • Hilma did a town wide reverse 911 to remind residents of mask mandate.
 
Office relocation
  • Town Coord and Town Clerk have moved over.
  • Working on getting the copier over there
  • Phones are working.
  • Next need to work on getting the Financial Team over there. Need to get estimates on partitions. Robyn will be speaking to the team to get there input.
  • Brian asked Robyn for estimate on acoustic tile.  Robyn can get better pricing from her suppliers.
 
Docusign review and approval
 Broadband invoices previously approved by MLB and MLP Manager
​Boards & Committees
  • Appointment Policy - If there was an issue on an appointment among committee members that can not be delt with by the committee, it should come to the chair, and back to the Select Board, if necessary.
 
  • Boards and Committees Charges - need to have charges which are reviewed and updated on a regular basis.
 
Appointments
Parks & Rec – Jenna Day, Mike C, Shah, Kate, Bobby Hunnicutt left, Lyra not seeking reappointment.  No nominations made at this time.
 
Cultural Council
  • Brian asked why Harry Hallman resigned, but Harry did not give a reason. Lisa Burke will be resigning due to moving out of town.
  • Letters of interest were submitted, SB nominated and approved Heather Row and Marty Newman
 
ARPA funding – moved to next meeting
 
Generator
  • Used generator from Maine is available: 2007, under 400 hrs, set up for propane, cost of $8500. Will need to up the size of the propane tank and need electrical work. A new generator 100kw would cost $33 to $35 thousand.  A 60kwk would be $25 plus tank and connection. Lead time on new units could be from 3 to 8 months.  Connections cost for a local contractor would be around $5000, connection cost would be around $3000.
  • Hilma recommended using CARES act to pay for generator and the $5,000 we have in grant money could cover connection.
  • SB voted to proceed with purchase.
 
Fire House
Moving out of fire equipment is continuing. Brian put together a drawing as requested by structural engineer.  Brian recommends removing the homosote to help with moisture problem,
 
Axon Properties/Crucial
Property on Hosmer is not suitable so  they withdrew their offer to purchase. They are looking at 40 acres elsewhere in Heath which is suitable.
 
Office Assistant job description
Reviewed description and grade. SB to stick with the amount budgeted at ATM.  Position will be a Grade 4. Will work 2 hrs per week plus an additional 30 hrs as needed to cover Town Coord vacation and sick time.   Select Board voted to approve.
 
Green Communities update
  • Carson Ovitt still working on the scope of carpentry required for the  project. 
  • SB needs to decide on solar project in a future discussion.
 
Town Coordinator’s Report (Items not previously covered)
  • MVP (Municipal Vulnerability Plan)  Hilma attended meeting.
  • Hilma thanked Tim, Highway Department, and volunteers who all helped.
  • NEIT came Friday and 2 technicians connected town computers to the central server. Will be back this Friday to finish remaining computers.
 
Mohawk District School Meeting
Colrain was chosen as the Heath designated school.
 
Mail & Email Content
  • Martha Thurber on upcoming meeting regarding funding of capital projects voted on at ATM. Will be attended by FinComm chair or Robyn.
  • Notice that Heath will not be getting funding for July road damage due to flooding
  • Update on Tri-wire bankruptcy.
  • Report on landfill inspection voted to accept
  • Generator preventive maintenance proposal for all town generators. Need to break costs out for MLP and town facilities.
  • Report on  landfill inspection – fallen tree needs to be removed, rock partially blocking a culvert needs to be removed, one lower area needs to be weed whacked as it is not reachable by a mover. Highway Dept can take care of these.
