SB Notes, October 12

These are my personal notes, any errors are my errors.
 
Broadband
  • Fiber Service Area 3 is currently open for appointments, hoping for 3 installations a day.
  • Mohawk Estates – FSA 4 to be installed around Thanksgiving.
  • 170 homes have service with 236 to go.
  • Critical need to purchase a hub security monitoring system for  $13,378 (within planned  budget). MLB recommended.
  • Heath is over a 70% take rate now.
  • Robyn requested to see updated income numbers. There has been a decrease in the number of drops from previous estimates which will have an impact on income.
 
Regionalization:
  • Request for SB to support a grant for $100,000 to $120,000 Community Compact Grant focused on supporting innovative IT projects. Select Board approved.
  • Discussion of survey on parents’ preferences for their students.  The choices for next year are only Buckland-Shelburne or Colrain. Students that are currently in Rowe and Hawlement will be able to continue as choice students.
Office Relocation
  • Town Clerk and Town Coord are packing boxes for moving by the Highway Dept along with heavier items. 
  • Central Server to be installed
  • Police – continuing to try to get a date for moving critical equipment.
  • Financial team move needs more work
 
Fire Dept
  • EOC and fire dept have moved equipment identified as must move.
  • Seeking a generator for Jacobs Road. One found at cost of approx $18,500 to purchase and ship. Have $6000 in budget, looking to cover remaining through CARES act.
 
Hub Access
  • Still available, but not manned at regular hours
 
Discussion of Town Coord Assistant
  • Salary and required skills were discussed.
 
Green Communities
  • HVAC design for Community Hall—Rise Engineering is seeking  local contractors, for sheet metal work and carpentry. Brain suggested Carson Ovitt.  Brian expressed frustration on how long the process takes.
  • Roybn asked about lighting replacement for Jacobs Road. This would require a project to be submitted to Dept of Energy. A mechanical audit and a weatherization audit were done at JR. Air sealing and and cellulose insulation were proposed at a cost of approx $55,000 not covered by grant. Brian asked Dept of Energy if we could just do the insulation piece, but the response was no. Need to know cost of HVAC on Community Hall before moving forward on Jacobs Road.
  • Discussion of heating system on Community Hall during the work on the HVAC. If demolition work is being done the building would not be available for the nurse. Difficult to heat only lower floor due to shared ductwork.  Question was raised as to whether or not the building should be closed for the winter. Many unknowns for this.  Senior Center issues have not been addressed yet. Need to revisit when we get Community Hall HVAC proposal.
 
FEMA Reimbursement
  • Towns in Mass are not eligible for FEMA reimbursement for July 16 railroad washout (for Heath  $38,000). State did not meet minimum threshold. Brain asked about inclusion of town laber in the $38,000, but only amounts to approx. $8000.
 
Tri-Wire Bankruptacy
  • Tri-wire will be sold, unfinished work and contracts will be assumed by buyer
 
Mohawk Request to Borrow Cross Country Ski Equipment
  • Approved request
